2023 Hsinchu City Tribute to the Sea Cleaning Maintenance and Supervision Assessment and the Elimination Plan for Sources of Dengue Fever

To solve long-term environmental cleaning issues on coast, ocean, and river, the Executive Yuan approved “Tribute to the Sea- Coastal Cleaning Maintenance Plan” in June 2020. It is a joint promotion by Environmental Protection Administration working with 9 governmental agencies and local governments from five dimensions, “cleaning, reduction, elimination, transparency, and education” to achieve the mutual agreement of each inch of land along the coastal line all over Taiwan being under the supervision and responsibility of waste clearance by a government agency. In addition, Dengue Fever is a virus disease via mosquitos that spreads the fast in the world, especially the severe epidemic tends to happen in tropical and subtropical areas. To effectively eliminate the breeding sources of vectors and mosquitos, epidemic prevention for Dengue Fever must be implemented. In order to control the implementation quality of coastal cleaning maintenance and fulfill epidemic prevention for Dengue Fever, our executing team assists Environmental Protection Administration with our comprehensive planning and executing capabilities to achieve specific performance. The results of each task are as below. 1. Coastal cleaning strategies and plans 1) Drafting coastal cleaning strategies based on the current situation and characteristics of coastal environment; short-term and medium-term policy promotional goals have been established. Subsequently, this program will continue assisting relevant policy dissemination. 2) Cross-agency and cross-department collaboration for coastal cleaning strategies have been drafted and will be proposed for discussion at meetings related to coastal environment. 3) In order to achieve the goal of optimizing the cleaning capacity, one session of “Hsinchu City Coastal Maintenance Cross-Agency and Cross-Department Performance Review Meeting” was held on May 22nd, 2023 to clarify the responsibility division of each unit via Hsinchu City coastal environmental cleaning platform. 2. Coastal cleaning supervision and information platform management 1) Currently, the on-site inspection of coastal environment has been implemented 60 times. The density of rubbish at the site was mostly clean or low density. In terms of messy coastal environment report auditing and its result, there were 69 reports. About 80% of relevant unit have submitted a report for the subsequent handling of the issue. 2) For cleanrance supervision and transportation vehicle auditing, 120 times of on-site supervision and auditing and 18 times of transportation vehicle auditing have been implemented. There was no non-conforming situation found during the audits. 3. Performance of integrating coastal environment cleaning works 1) Coastal Cleaning Information Platform must be updated regularly. The status of clearance at each coast from the previous month must be reported on 10th each month. There were 120 reports submitted. 2) This program assisted in handling 116 beach cleareance application cases (105 cases were actually handled), which located at Xingfu Beach, Yulin Breakwater, and the left coast of Toucian River estuary. There were 8,696 people in total participating beach cleareanace activities. The amount of rubbish removed was around 34.9 tons, and the length of the coast line cleaned was around 29.38 km. 3) At present, 11 units (465 people) have been in charge of the coastal cleaning adoption, which 3 units joined in 2021 to 2022, 6 units continued in 2023, and 2 new units joined in 2023. The coastal cleaning areas included Xingfu Beach, Kanhai Park, and Nanliao Fishing Port. In order to invite enterprises and private organizations to join in the adoption, this program approach it from the perspective of corporate social responsibility and provide relevant incentive mechanisms (such as public awards, press release nominations, etc.). 4. Hosting beach clearance activities and meetings related to coast 1) Regarding the monitoring of beach waste PET bottles and rubbish composition (ICC), the monitoring from Q1 to Q4 has been completed. 2) Comparing to the ICC results from Q2 to Q4 in 2022, total amount of rubbish from Q1 to Q4 in 2023 was significantly decreased (35 to 52 in 2022 and 4 to 16 in 2023). In terms of types of rubbish, the amount of abandoned fishing gear has decreased significantly (reduced by more than 90%), followed by plastic bottles (reduced by more than 50%). 5. Ecological mosquito prevention clinic and elimination of sources of Dengue Fever 1) Ecological mosquito prevention specialist refresher training was held on April 12th, 2023. There were 12 people participating the refresher course this year, all of them passed the training. 2) 33 sessions of ecological mosquito prevention on-site diagnosis were carried out by the specialists passed refresher training this year. 16 sites from those communities that were diagnosed with potential breeding sources were selected for improvement implementation. 3) Assessment members and business personnel at health offices and district offices were invited on March 10th, 2023 to discuss the implementation content and assessment method of Dengue Fever source elimination in Hsinchu City for 2023. On September 25th, 2023, on-site assessment was carried out by members. 4) The project has carried out 1,003 cases of Dengue Fever source elimination and auditing in North District, East District, and Xiangshan District. Among these cases, 950 places were unqualified, which 257 places, 377 places, and 316 places in East District, North District, and Xiangshan District respectively. The main deficiencies in each area were abandoned tires without holes (427 in total), followed by water accumulation containers (427 in total) and potted plants with water in their bottoms (96 in total). Relevant competent authority for the places that were found deficiency have been informed and requested early improvement. 6. Other matters that need to be handled 1) Audit of environmental agent labelling was implemented this year on 1,024 cases. 20 of them were with non-conforming labelling. The main reason was because those products have passed the validity. Vendors were requested to stop selling those products immediately.
